If they havent changed since i tried modding bf2, then its impossible to add stuff to a map without making a new one.
They just put the stuff that will be used in the map, and there is no general objects folder to fetch things from.

I had to redirect some of the files from singleplayer folder (in cq) to get it to work. (vanilla bf42)

I dont know. It was just a suggestion to look at the problem from another angle.
I mean its already possible to use the flags "tag" function on players without even having any ctf flags in the map.

Instead of making the flag do object stuff, maybe one could just snatch some of its functions and use them on a object instead. Need to dissect that flags function.
