Try & plug the modem directly into the ps2 & run the network config again. If it works, the problem is probably the firewall & port forwarding settings on the router. Way back when i remember i had to dump in a bunch of port ranges into my router to get socom 3 to connect online. Also, could be ip settings on the ps2 (can't totally remember how that worked).
