So, I was planning on changing the Panzer VIII Maus's weight from 188 tons to 200 tons, will this work with WinRFA, and will it have any effect in-game?

Yes, but the Maus still runs slow...

Why would increasing the mass of a vehicle result in an increase in speed? That's a very odd relation, to be honest.

Setting mass does have an effect, but it's actually not really noticeable for tank-style ground vehicles. It's far more important for aerial vehicles.
If you want faster vehicles, you shouldn't look at mass etc. primarly, it's much smarter to take a look at the Physics.con where the vehicle's engine is defined. Check the settings there (torque, differential) and figure those out. In order to get a feeling for those values, this is a very good opportunity to use the bf1942_r.exe and ingame modding to quickly test out various settings.

Man, you beat me to it. :D Right when I thought I had this one "in the bag".

Setting the mass higher would make te vehicle more resistant to changes in direction/speed too. Try putting wheels on the Enterprise.
