Usually slow motion is achieved post-production. Not actualy ingame. So you record the game normally, then use a video editor to make the scene(s) you want in slow motion. It's normally not done ingame.

My Idea is to realize clips with "matrix" sequences without a bunch of PCs needed
You can move the freecam with normal speed but everything else should move slow.
But I doubt that it's possible somehow without big changes.

You can probably achieve that by having the camera move around something very fast. If you slow it down then it would seem the camera is moving at normal speed.

Let's say we want a 1/5 slow motion - that would need you to record around 100 fps in the original, so the sped down version still looks smooth with 20 fps. Could get quite hard to accomplish
