So if a static object is attached to a vehicle and it has material ID damage set, the damage done to the static object will go to the host vehicle?

Yep, that's how it should work. Remember, turrets are also child objects and technically they are "static objects" because typically they are just rotational bundles and not PCOs, so there's already precedent for this.
