you had the gun in the first post before, i remember the tracer had a low value and i think there was a CRD setting on it to.

The tracers are mostly treated separately from from the primary projectile. If the end effect (aka the "explosion"), is tied to a tracer and not your primary projectile, then it will "seem" like your proximity fuse isn't working when infact it is, but you don't see it because it had no effect and the tracer was the one that had it.
For something like an AA gun you don't really need tracers. Just remove the tracer and use the mesh the tracer had on your main projectile. That's what I did with the hand weapons in my BFheroes'42 mod. Why bother with the tracers when you can just have the main projectile be visible?
Only in instances when you have a high rate of fire weapon firing a projecitle that has a large/complicated end effect would you need tracers. For example firing grenades with a machine gun would cause uber lag because all the grenades would explode and spam the explosion effect all over the place and lag the game down. But for something like machine guns that don't have fancy end effects on them, you can just use a tracer geometry on your projectile the gun fires and make it visible.
