Even when skipping the pathfinding files, it creates default all black ones. You may need to remove them as the bots will then move around otherwise. Unless you force them into a vehicle that is stationary, then it may become irrelevant.
Spawning the bots into a vehicle is even better. That way you can limit the amount of bots on the map. Just set up an collision mesh box object around the vehicle (add it to projectiles collision group so bots can shoot through it) so that it prevents bots from exiting the turret PCO. (recall Battle of Britain map that has bots forced into a factory building PCO. The reason they can't leave is because restricted exit is turned on and the exit point is deep inside the collision mesh)
That way, bots can only spawn on an empty vehicle and once the vehicles you placed are filled up, then no more bots will spawn until one dies and respawns (which may never occur if you don't intend to allow the player to destroy them)
