Just checked and my DCU mod has this map with the DC vehicles and everything.....
Try redoing the whole map. Copy the vanilla map over and change the mod id to DC Final, update the kits/soldiers and change the spawners to use DCF stuff. My DCU mod basically had the map done in in this way. (since DesertCombat doesn't have this map) So it should work the same as DCF as DCF should only list DesertCombat and BF1942 as the dependency mods. You can also just use the BoB map from my DCU mod and change spawners/mod ID to make it work.

It's kinda nice to know that I'm not the only one who's run into the same problem. It's no big deal really; I'll the work-around Apache suggested and then give it a rest...

I'll give DCU a try. Just a cursory look at the work you did has definitely piqued my interest in installing and playing it.

Just DC and if one wants to play some of the xpack maps included, then the xpacks are needed to. But DCF is not loaded into the mod.
