Cameras in BF1942 use perspective projection, and the expanded minimap uses orthographic projection.
Because of that difference, there is no way to match these two.
Not that we didn't try anyway
If you look closely at the bottom screenshot, you will notice that edges of the map do not match, while the center itself matches perfectly. Distortion becomes greater the farther you look from the center of the screen.
Also, in the bottom screenshot, the miniature targeting marker is present, but it's not visible because my minimap is not transparent enough.

I recommand you try the suggestion that freddy gives.
Make a server with a map have large view distance, and connect it with a BF1942 that have unmodified Map.

I'll explain my idea.
Instead of match the in game minimap with marker, why dont match the map on the texture to the marker?
In WWII they dont have real time map, they collect all the information then label it on the map. Also, when they are planning to launch the Fi-103, they just need an map thats accurate enough (with only city something and no other label or few other labels on it). And then find the staight distance, then calculate the flight time(the time needed to reach to target). When everything is done, they enter the total time into the Fi-103's guidiance system then launch. Thats it =D
Also, if you think thats not kool enough, you can add a trace cam. When you launch it, there will be a trace cam over the target(call artillery aim at target from above), and you can watch it explodes. Or you can make the projectile an PCO, and you watch from the Fi-103's view.
Oh yea, how to find enemy if dont match the minimap.
Ok.. easy problem, you press M, look at your minimap, find your target, memorize the landscape arround it, press M again. Then match it on the map that is on the table or something, move the marker above it. Done.. Fire!

well we only run coral sea 24/7 on our server so i havent tested anythin with bots or the like. i think i started using this when i had a B17 on a rotational bundle, that way it was easier to spot it coming further away.
for using specific serverfiles well i think its easier to tweak things that way, one concrete thing is like we have some small healing from the ammosupplys on the carriers and also ammo to soldiers, but when i made a mod and this was in the client files i got complains for to much symbols cluttering the screen. so i took it out but left it on the server files and everyone was happy
