Wow, heh. Before you posted that, I was thinking of doing the same. Having the fuel run out over a long period of time. Unfortunately, I wish there was a way to "replenish" the fuel so that a person doesn't have to ditch the vehicle when fuel runs out. Thankfully, we can have custom vehicles that spawn already empty so the person can use it as a "stationary" gun.
I say set it real low at first for the Willy (I think the lower the number, the further it can go), then test it in-game. Because the tanks and halftracks move slower, try the same number on them and see how far they get.

Tanks might need slightly higher heat generation because their engine RPMs tend to "plateau" at 0.9-1.0 unless they have high torque.
Personally, I get around the non-replenishing fuel problem by instead using the gauge as a temperature indicator. Either way, you're forced to stop the vehicle due to prolonged use. Although you might have to look up which vehicles use diesel engines and adjust the values accordingly.
Edit : As for those already empty vehicles, can't we just do this by deleting the vehicle's engine from its Object.con file?

the way to make a static vehicle is just remove acceleration and input, that's how I do it.
removing the engine gets rid of the treads, so it bounces around, being stupid. Spawning 2 treads in place of the engine just makes a frictionless tank, which is a bit funny. My thinking has the vehicles be ditched, so it makes planning an attack very hard. Jeeps need the most fuel because they are the eyes of the group. I need the flatbed truck to be able to carry tanks so the truck can use its larger fuel tank to its advantage, but all I get is glitching and exploding stuff.

Just so you know, vehicle fuel isn't networked correctly, so in multiplayer it's glitchy at best. The fuel meter on the HUD will run out 2/3x too fast and engine sounds may stop early as well.
The client thinks it's out of fuel but the server says it's not. You'll get the usual bugs that occur when the client has a disagreement with the server.
The buggy guided missiles from DC for example. Their movement gets a bit buggy after the client thinks it's out of fuel which always happens at least twice as fast as what the server says. The server keeps track of it correctly, but the client doesn't, thus sync issues arise from it.
It's not a major issue for the missiles back in the days of DC because they moved really fast and had short fuel times, but it may become a larger issue for you if it's used on vehicles over a long period where this inaccuracy will pile up over time resulting in the client side's car always bugging out at the halfway point.

What about net games without a dedicated server? I know this kind of net game has taken the path of obsolescence but do they have sync problems?

Awwww........ I was going to do a LAN party, with evolve, so the ping floats around 1, so will this be a problem? I was gonna add stamina so you should walk around and save your run for battle....

Oh it'll work. It's just that halfway through any vehicles fuel supply there will be slight jitteryness and perhaps loss of engine sounds. Never played it in LAN. So not tested that but I suspect it would be the same result.
The one other draw back is that once players get to the halfway point on the fuel supply, the HUD will show zero fuel, thus they won't know precisely when their vehicle will truly run out until it suddenly happens.
